Meet our Regional Team
ConAm has been a leader in the Southern California multifamily real estate market for more than three decades. Based in San Diego, California, the Southern California regional office oversees a management portfolio of approximately 6,930 units that include garden-style, mid- and high-rise apartment communities, as well as a variety of mixed-use residential/retail developments.
The region employs more than 200 on-site associates and boasts a unique, multi-disciplined management team who are thoroughly knowledgeable in all aspects of property management, marketing, leasing and facility maintenance and renovations for market-rate and tax credit communities.
Over the past few years, regional personnel have been responsible for the successful lease-up of four new class “A” properties, and have supervised the completion and on-going major renovation of more than a half-dozen apartment communities totaling approximately 1,500 units. Recently, the team has had success in the reintroduction and lease-up of properties that were previously slated for condominium conversion, on behalf of fee-managed clients.
Regional Team
Deanna O’Brien, ARM®
Regional Vice President
Ms. O'Brien is responsible for overseeing operations for a portfolio of nearly 6,930 apartment units and 220+ associates, located throughout Southern California.
Prior to being promoted to regional vice president, Ms. O’Brien served for five years as a regional portfolio manager in the firm’s San Diego region, supervising the operation of eight properties.
Ms. O'Brien has been in the property management field for more than 15 years. Her extensive experience in multifamily, corporate and commercial management has helped her acquire a wide -ranging knowledge of property types, markets and management techniques. She has demonstrated exceptional skill in overseeing the management and lease-up of new construction as well in directing several major multifamily property renovations.
Prior to joining ConAm Management, Ms. O'Brien was employed as a senior property manager with Oakwood Worldwide. Her responsibilities with Oakwood included the supervision of a 1,222 unit property in Phoenix, Arizona. Ms. O'Brien has a vast knowledge of apartment property management as well as commercial management.
Ms. O'Brien has earned the Accredited Residential Manager (ARM) designation from the Institute of Real Estate Management (IREM) and is a Certified Property Manager (CPM®) candidate. She holds a California Real Estate License.
Karen Moore
Director of Marketing and Education
Ms. Moore is responsible for ConAm's marketing, training and recruiting efforts for 64 apartment communities (7,680 units), consisting of affordable, conventional and mixed-use properties located throughout Southern California.
Her responsibilities include the development and implementation of strategic marketing plans, comprehensive market analysis, as well as overseeing print and Internet advertising, community outreach and branding programs. In addition, she is responsible for training initiatives and the education of on-site personnel.
Ms. Moore has been a member of the ConAm team since 2005, having previously managed the firm’s marketing and training efforts in the Los Angeles area. Prior to joining ConAm, she was employed for seven years as the marketing and training manager for E&S Ring Management, a California-based property management firm. She also has six years of experience in the advertising industry.
Ms. Moore has a bachelor's degree in speech communications, with a minor in Journalism, from California State University Long Beach. She is a member of the California Apartment Association and a certified customer service trainer through Achieve Global.
Kay Chiaravalle
Regional Portfolio Manager
Ms. Chiaravalle oversees an apartment portfolio with properties ranging in size from 40 to 270 units.
Her responsibilities include the preparation of annual budgets and owner reports, operational control of income and expenses, maximization of Net Operating Income, setting and monitoring rents, as well as overseeing the hiring and supervision of on-site personnel and contract labor for her portfolio.
Ms. Chiaravalle has more than 20 years of property management experience. She joined ConAm in 1995 as a community manager, was promoted to regional director of training and then advanced to her current position as a regional portfolio manager.
Ms. Chiaravalle attended Illinois Central College. She is a CAM member and a CPM® candidate through IREM, and holds a California real estate license. Ms. Chiaravalle is also an instructor for the California Apartment Association and the San Diego County Apartment Association.
Fran Gatlin
Regional Portfolio Manager
Ms. Gatlin currently supervises a portfolio of eight apartment communities located throughout the San Diego area.
Her portfolio consists of a mid-rise, mixed-use residential/commercial properties as well as garden-style apartment communities. She is responsible for all aspects of management oversight, including monthly and weekly reporting, preparing budgets, on-site staffing and interfacing with property owners.
Ms. Gatlin has more than 19 years experience managing multifamily housing. having worked for top-tier firms such as Archstone-Smith, Security Capital Group, and Lincoln Property Company. Prior to joining ConAm, in 2008, she served as an operations manager for Archstone-Smith, overseeing assets in Los Angeles and Ventura counties. Previously, she was a regional training manager for that firm.
Ms. Gatlin is a results oriented, hands-on leader with extensive site management experience and the proven ability to manage multiple communities, project sites under development, personnel recruitment, and the training of successful on-site associates.
Ms. Gatlin holds a California real estate license, is a Certified Apartment Manager® and holds certificates in fair housing and the development of customer service training programs.
Michelle Sites
Regional Portfolio Manager
Ms. Sites currently oversees the operations of multiple apartment communities within San Diego County.
Her responsibilities include the preparation of annual property operating budgets financial reporting, overseeing the daily operations of properties to maximize productivity and profitability, as well as the hiring and coaching of on-site staff.
Ms. Sites has more than 10 years experience in multifamily real-estate management; working with market rate, commercial and affordable communities within southern California. She has extensive first-hand experience as a regional property supervisor and on-site manager along with various affordable housing programs, property development, the rehabilitation of assets and the lease-up of multiple communities.
Ms. Sites holds a California real estate license and is currently a CPM® candidate through IREM.
Ms. Sites has served on the IREM Public Relations and Marketing Committee, as well as on the San Diego Apartment Association’s Rental Owner Magazine Committee.
Lisa Goulet
Regional Portfolio Manager
Ms. Goulet oversees a portfolio of 13 affordable housing communities located throughout San Diego County. Her responsibilities include developing the operating, financial, and capital budgets for the projects she oversees.
Ms Goulet works closely with on-site professionals to resolve property issues and monitor compliance with partnership agreements among the property owners and investors. She creates property-level strategies to meet the owner's objectives, with an emphasis on maximizing the property's income, cash flow, and long-term value.
Ms. Goulet has more than 10 years experience in the affordable housing industry. She began her career as a community manager of affordable housing and later was a coordinator responsible for the operations and compliance of affordable housing programs throughout New England. Prior to joining ConAm in 2010, Ms. Goulet worked for AIMCO.
Ms. Goulet holds a Residential Housing Manager (RHM) certification through the National Center for Housing Management.
Ann Carlsen
Regional Portfolio Manager
Ms. Carlsen currently oversees 10 apartment communities in the San Diego area. Her portfolio consists of garden-style and mid-rise, conventional and affordable/tax credit communities, totaling 1,141 units.
Her responsibilities include, supervision of the on-site teams, monitoring property performance to ensure optimal rent growth and expense control, monthly and quarterly owner’s reports, and annual budget preparation.
Ms. Carlsen has more than 19 years experience in the multifamily real estate industry. She has managed a variety of communities and has extensive first-hand experience in property lease up, renovation and repositioning, as well as takeover properties. Prior to joining ConAm, for five years she was general manager of a 1,410-unit Equity Residential community. She has also worked for BRE Properties and Alliance Residential.
Nicole R. Andrews
Regional Portfolio Manager
Ms. Andrews is responsible for overseeing a wide range of apartment communities in the greater San Diego area. Her portfolio includes mixed-use, high-rise, mid-rise, and conventional garden-style properties, as well as affordable/tax credit communities.
Ms. Andrews has more than 10 years experience in property management and is well versed in the leasing and operations of new developments as well as stabilized properties.
Prior to being promoted to the position of regional portfolio manager, Ms. Andrews was an area manager, overseeing apartment communities in La Mesa, Fashion Valley, Scripps Ranch and Rancho San Diego.
Barbara Britt
Regional Systems Coordinator
Ms. Britt is responsible for providing classroom and on-site training in property management software and policies and procedures
for associates at ConAm’s 24+ apartment communities located throughout Southern California. She also provides technical support to community and regional associates and conducts detailed audits to ensure community functionality within the framework of State and Federal Laws.
Ms. Britt began her property management career with ConAm in 1997. Over the years she has held a number of key on-site positions with the firm, including business manager and community manager. She served as a regional systems coordinator in Las Vegas prior to joining ConAm’s Southern California regional team in 2007.
Ezequiel Bustos
Regional Maintenance Director
Mr. Bustos is responsible for directing on-site maintenance operations, maintenance personnel training and capital improvements projects for a portfolio of 6,100+ apartment units, as well a number of mixed-use and commercial projects throughout Southern California.
He is actively involved in the due diligence process for future acquisitions and the preparation of existing affordable housing properties for required inspections.
Mr. Bustos has been in the multifamily/hospitality industry for more than 13 years. In 1999 he joined ConAm as regional maintenance technician and has been promoted over the years to regional maintenance supervisor and to his current role as regional maintenance director.
Mr. Bustos is a California licensed General Contractor.
